Positioning yourself to be booked against whoever is the top draw at the time does not mean you are responsible for drawing any of those dimes.
Bret on the other hand is almost the reverse of this situation. He was handed the title on three separate occasions when the previous champ had caused ratings to sink. Bret picked up the title and turned the down trend into an uptick on three straight occasions. There is a graph that shows this, but I don't have it it saved.
Of course, Meltzer has to attribute the dimes to Paul, otherwise he would be blackballed from the biz.

Then a month later, 4.5, 4.5, 4.3, 4.1, 4.2, etc. The inVasion angle slightly boosted ratings (see: July 15-August 19) and then it fell again. The last time WWF did a 4.2 rating before Austins heel turn that wasn't a Christmas show was November 30, 1998.
The combination of Austins heel turn and Rock leaving at the same time as a disaster. There was interest in the angle for a month (5.0+ ratings for a straight month), and then people just stopped caring
