Because it sucked and nobody cared to watch the Triple H pretend to be in the Four Horsemen. Notice the "4.01" average rating for 2002? They didn't get a 4.0 a single time in the last four months. Coincidentally this was the time RAW became the HHH show and Bischoff literally handed him a belt.
Literally the only good thing to come out of it was the Batista feud, everything else was a flop

Starrcade 1997 especially, absolutely no excuse for what happened. Any rational booker/promoter wouldn't have listened to Hogan, but Hogan had Bischoff wrapped around his finger. At the end of the day, can I really blame Hogan for taking advantage of such a big mark? I don't think I can
