Ticket sales are not the only means of revenue though. And USA TV ratings aren't the only ratings that matter.
WWE is on more countries then ever before, it has more exposure and because of that it has TV deals all over the world. Compare that to the mid 90's record lows where the USA was the only meaningful presence they had.
Also WWE has more sponsorship than ever. They're clean cut PG image helps this. Well known companies like KFC no longer have any problem jumping on board because the days of regular bloody violence is long over. So they sign up to feel the benefit of WWE's global reach.
Really over all, it's the absolutely huge global reach of WWE that gets them record numbers. People all over the world buy their merch, or pay to see the PPV's, or sub to the network, or watch the sponsored plugs.
