He was not exactly legally eliminated.

Jericho was able to put his feet through the ropes and his head under the middle rope. This legally puts him back in the match with the "not over the top rope" status.

Then he goes and climbs the -outside- of the turnbuckle but does not go over the top rope that time either.

Then he is knocked to the floor. It wasn't a legal elimination, but eh, it's what they are going with.
