Hogan was a decent worker who stepped up the actual wrestling in Japan, but he drew the most money in the States with about four moves
Cena didn't start having consistent good matches until 2014

Cena had consistently good matches as far back as 2007. Umaga, HBK matches, Orton, Lashley, Fatal 4 with Orton/HBK/Edge, and so on.
Thing is, even though those top two guys were great in-ring, most of the other dudes in the promotion at that time were shit. NJ has a super stacked roster throughout with fewer shit workers compared to Early-Mid 90s WWE.
Mid 90s was filled with gimmicks and nonsensical booking no one gave a fuck about. The attitude era tapped into what culture was about at the time and was therefore culturally relevant.
Austin and Rock are great wrestlers and worked matches well. Hogan was underrated as well in his ability to work.
To get over you need all of it or you need to be unique enough to be an attraction in an of itself. Plus you need an interesting midcard since most of your cards and shows will be filled with this, your top guys can't carry the company single handily.

yes. and by 1998 WWE had figured out that updating their booking to reflect the general trend of society would help them to deliver a better product. They were also in the midst of competing with Nitro, losing much of that year in the ratings war but coming out on top by the end of 98.

Wwf success never been about workrate in national boom periods. Even Wcw biggest era isn't workrate based but brawling.
Ecw had all their workrate guys fighting for tv and tags not the world title.
If you wanted workrate watch the other companies or global feds at the times.
People in usa want the spectacle. Even in uk big daddy was the biggest thing.
Njpw was successful for having strgenth based style and faction wars and angles in the 90.
Workrate is alright but not the be end of all things.
