According to the possibly not at all accurate list of attendances in wrestlingdata.com, the only 2016 WWE show to draw more people than Wrestle Kingdom 11 was Wrestlemania 32. In fact, save for a TV Taping at Fort Hood in 2010 the only WWE shows to get over 20k attendance have been Wrestlemanias ever since the start of the decade, and this with the benefit of not being in a tiny bumfuck island in the middle of nowhere.

As a quick aside, every time I read about NOAH nowadays I get kinda sad. They looked like an amazing upstart after departing AJPW, which was a huge blow to the promotion, they had some great stars and whatnot and now they're practically dead.
