Fanny packs were big in the 90ies, and the fanny-pack-wearing-bodybuilder is pretty much a meme from that age.

There were practical reasons for it, too... back in those days of Walkmans and the first portable CD-players, putting them in a fanny pack was one of the only few ways that you could listen to your own music while working out, and they were also used to carry your wallet & keys during workouts.

There weren't really any cargo pants/shorts in fashion back then, so if you wanted to "go light" (i.e. didn't want to lug a change of clothes and a sports bag or something around with you), a fanny bag was a good way to keep your EDC with you - plus if you wore it in the front like Dwayne is doing in that picture, it's pretty hard to pickpocket it without you noticing.

So that's a lesson about fanny packs & the 90ies for you, hope it was informative. They were tough times, but some of us made it through.
