He didn't demand anything, it was a combination of Vince panicking going back to the things that worked for him before and his obsession with having Wrestlemania end on a high note to send the fans home happy. It was the same the year before, he wanted Flair to retain the belt but that would mean a heel going over to end the show so he put Hogan/Sid on last with the Warrior return to send everyone happy.
