Well the biggest reason they're so far behind is there's a culture of wrestling for the women in Japan that doesn't exist in the USA. Women's wrestling in the US got killed by the Fabulous Moolah and never recovered, but it kept going as a major thing in Japan for decades until there was a big gulf.
The training for wrestlers in Japan is really brutal and focuses on drilling the fundamentals into you in a way they don't do in the US. Watch Gaea Girls if you want to see how rough the training for joshi wrestlers gets.

They just don't train them hard enough in WWE. You compare Asuka to the others she wrestles in NXT and you see the difference, she's just way faster, smoother and more versatile. And she's not even the best joshi wrestler, by a long shot.

Sasha wants to do these crazy moves and big main event matches but her fundamentals are way below even an average joshi wrestler, that's why the stuff in between the big crazy moves is so weak in her matches.

I would argue that Asuka is definitely one of the best in the world when she's bringing her A game. Behind the likes of Io in the ring, yeah, but still up there.
