His initial main roster gimmick could have done fine had they carried on with it. Have him win again and again by fluke, come up with inventive ways for him to win every time, build up a long winning streak, give him the IC title, have a long run, have him begin consciously and deliberately cheating in order to keep it, eventually loses it to a baby face in their second match as they thwart every attempt of his to take advantage. The key is he can't win with any legitimacy, but unlike most wimpy heels, he wins by fluke and overwhelming coincidence, as opposed to deliberate cheating, until his opponents become tougher and he gets more desperate to keep the belt.

Only then do you need to knock him down repeatedly and repackage him. Oh, and have him talk into a head-worn microphone, kinda fits with the motivational speaker gimmick.
