So my question is; does she meet the definition of what I believe is termed a "Mary Sue"?

No, if anything she degrades the concept of a Mary Sue. It's a negative literary concept used to insult fictional female characters who are too good at the things they do. Because we're not used to women being very good at anything. So it's meant to denote an unrealistic character.
However a female like Jessie shows it is possible for a girl to be awesome in a multitude of areas. So the Mary Sue concept has less merit because such characters are a bit more believable.
