He is pretty entertaining, was as over as humanly possible, and was a huge draw.

The only thing Hogan has always been great was getting overpaid.
In WCW he'd get 25% of PPV revenue over appearance, while Rock or Austin got 7 at best. Plus other huge percentages over merch and similar that in WWE he never got.

The biggest draw is the one that made Vince more money and that is, by Vince's own admission, Stone Cold Steve Austin. Only The Rock is in his league. Hogan's peak in the 80s didn't make half as much as them to Vince.
