That's not true. It's been widely agreed Austin was the top draw long before Hogan became a train wreck. Austin's company also put Hogans company out of business.

Stone Cold is on par with Cena in terms of mainstream appeal. The Rock and Hogan are household names, where Cena and Hogan are mostly just known to wrestling fans. I don't doubt that Austin drew the most though and was the most popular among fans at the height of his career.
No one surpasses Hogan. Austin wouldn't have been that big without Vince. Towards the end of his career Stone Cold became stale and a drama queen. Hogan managed to reinvent himself in his late 40's and pushed WWF to the limit.
