I posted this on another thread but felt it needed its own for discussing.
In Ortons match against del rio you can hear him say fuck and grab his shoulder. My guess is that it got fucked again and he couldn't do the full match wwe wanted for summer slam so they made this shit ending to give Orton time to recover and build a story around it so it stays hot when Orton heals up again.
It makes sense when you consider del rio and paige got suspended, probably Vince just punishing him. This Also explains how the match went with randy taking those suplexes strangely. Also I believed they went for an mma type finish with a TKO because of the recent Conor mcgregor and him making the wwe look weak

They did this to give smarks a reason to debate and build hype for the next PPV. Who from SD is going to take down Lesnar now?

It just didn't go as intended. The main event match would not be a ten minute long crush match ended abruptly. It was likely meant to continue onwards after Orton got cut open, possibly to an Orton win, which would result in both men looking strong - Brock busts open Orton, Orton powers on for a win. Due to the squeamishness with WWE and concussions, the amount of blood likely caused the early finish.
Both Brock and Heymen have a look of "oh shit, we fucked up" when the medics come in. If this were a true work, they'd have remained in character.
