They actually could. Each country fields a singles pair and a tag team pair. They are given a certain amount of time and would need to perform certain compulsary actions plus a few spots that make each team/match unique.
Judging would be similar to gymnastics and in this sense they would be grading a match based on the above requirements while integrating a subjective "excitement/artistic merit" score.
