I think the problem is that NXT has good attendance but the payroll of the wrestlers is too high in comparison to the money earned in live events, show tapings, merch sales, etc.

Yeah but if they didnt have it as a developmental program, you need to reduce the cost and use more home grown talent than stablished wrestlers like Nak and Joe, so you can profit out of it
