Dean's a better wrestler than Rollins. Anyone who has followed both their careers would know this. He's just always had a glass ceiling and a brawler gimmick.
Dean's match with HHH this year is better than anything Rollins has done as a singles competitor. Dean is also was more charismatic and has actual ring presence, as well as the ability to tell a story in ring.

Seth is a real talent and has the ability to perform better than most of his contemporaries. It is somewhat ironic that he was the protege as they are both A- players. Seth is a better wrestler, Paul is better on the stick, but both are good enough to be a good player in the grand scheme of things.

Both of them however don't draw a fucking dime by themselves, and need that A+ level player to really make hay. Unfortunately no A+ level guys exist, hence why no one is making any money currently.
