Maybe John Cena chasing the belt is a huge draw?
Maybe small sample sizes obscure the true drawing power of short reigns?
Maybe individual drawing power is obscured by the more general ratings decline that pre-dated Cena?
Maybe they give the Cena the belt during downturns like football season to steady the ship, and give it to shitters like Punk during upturns like summer and Mania season where ratings will be good regardless. Thus inflating the shitters and diminishing Cena's ratings?
