I like Jeff alot, but all-time great worker he is not. Doing "Highlight worthy shit" each match doesn't make you a great worker, it makes you a spot monkey.

If doing crazy spots every match is criteria for being GOAT then that would mean that untalented Ultra-violent hacks like Zandig would be in the discussion strictly because he's into self-mutilation and jumping off balconies and buildings.

Pound for Pound GOAT would be somebody like Ric Flair who could:

1.Put on amazing matches night in and night out without the need to take unnecessary risks with his life or with his opponent's lives.

2. In the process of doing so can make both himself and his opponent look certified best in the world material.

3. Can cut a great promo

4. Can fucking draw due to being capable of at least 1 or 2 of the aforementioned points.

Really though, there's never going to be a universally accepted answer to this question.

I'll say Flair because I'm American and grew up watching him but longtime fans of Japanese wrestling will say Misawa which I can't really argue against either.
