So we can make the assumption that Smackdown is the New era guys, as well as the more technical and proficient wrestlers.

The CWC becoming a belt would help it separate it from whatever follows, and define it as the first, groundbreaking tournament of it's kind. Because you can't really have a HW/Tag tournament lead onto issuing titles that already exist.
