All for different reasons, some pure charisma, like Dusty/Rock, some their impeccable character-work and how they ebbed/flowed with the crowd.
I'd consider Jericho/Macho to be the overall best of anyone not named those guys, both because they embody the prior two reasons.
Macho was raw charisma. Jericho is THE guy when it comes to reinventing himself and acknowledging the ways crowds are going, both mid-promo and over-time character development.

Gable is charismatic and well spoken, and does a good job of portraying a confident jock bro. Right now he's a babyface, but he could easily go heel just by portraying that confidence as arrogance and conceit. The reason he portrays that character so well, is because its probably a piece of his own personality turned up to eleven.

Ryder is underrated. The guy can cut a good promo when he does his own thing. Just look at his YouTube show. Unfortunately, he got buried for doing his own thing and not giving a fuck, and is finally climbing back up the card after years of showing he can toe the line. Unfortunately, he's not the same when he has to toe the line.
