He never proved he was good enough on his own without a crutch like the briefcase of the Authority. He was a coward because he was afraid that he wasn't good enough -- that without the Shield, he was nothing.
Beating Roman at MitB gave him a much needed boost of confidence. He beat Roman, the powerhouse of the Shield, clean as a sheet, in the middle of the ring. It made him believe that he IS good enough to stand on his own two feet. That's why he was ready to face Ambrose head-on.
Unfortunately, Ambrose decided to give Seth a taste of his own medicine instead.
