Undertaker might have the best gimmick for a big man in history. As far as actual wrestling ability and working a match tho, I don't even consider him in the top 3 or 5.
Big John Studd, Giant Baba and Ernie Ladd would probably be my top 3. Honorable mention for Bam Bam Bigelow and Vader who were above average height but never billed often as giants, I still count them as some of the best big man workers of all time.

His best matches were with people who could work with his strengths, and whilst he's great, he was all about his gimmick, character intricacies and general overness. His wrestling ability wasn't great.

Andre was capable of good matches, but only when a) he had the right opponent (read: not some other fucking useless giant like Studd) and b) he was young/sober enough to give a shit.
That's not the biggest part of his career, unfortunately.
If we're talking straight up size-talent, it's Big Show, hands down, no contest, undeniably.
In his prime the dude was doing fucking LUDICROUS shit for his weight and height.
Even of recent years he's done sunset flip roll-ups. Not very good ones, but doing that shit, at his size, so far removed from his prime is incredible.
