If it continues to drop ratings the network can threaten to drop it. That's the only reason Paul Heyman got to take over Smackdown and gift us with the Smackdown 6 was because it was a ratings blackhole back in the day and UPN was going to drop it unless business picked up.

USA could easily do the same, especially given the clout they have with the WWE.
