ECW was never a main event location though. Half of WCW's existence was not a main event location. Steiner and Booker T were over because no one else was there. Taz and Awesome were over because no one else was there.

LOL, nah dog. He had himself some main events, a lot even, but also a lot of mid cards. Hell, his entire feud with Helmsley(Before he went Haitch.) was firmly planted in the midcard. Hell it's a commonly held belief that the HIaC match was what boosted him to main event status in the first place.

Oh I believe it, he was around when they had Angle, Benoit and Eddie all leave within a shortish time span. There was no one left to main event besides him, Cena and Orton. HHH would occasionally come into the main event picture and Michaels just wanted to have good matches and didn't care about the belt. Add to that fact that there were 2 main belts at the time and it is blatantly obvious that he would win more.
