While there are many pros and cons with keeping/removing house shows (not just money reasons), It's not exactly fair to compare the normal ones to international ones.
For the USA, WWE is not only doing house shows, but even on tv 50 weeks of the year. American citizens most of the time are only a few hours drive from a chance to see the wrestlers no less than once every two months. If someone forgets to get tickets for a show, then no matter as there's always another one nearby soon they could go to.
Everywhere else in the world only gets a couple of chances a year (if that) to see the performers. So naturally they're going to put more effort/money into making sure they don't miss it. Especially a wrestler from their country is currently working for the WWE (see Wade/Regal's monster pops whenever they're in England)

It's safe to say that the international tours aren't considered to be in the part of the "normal" house show disscussion by either management nor even the performers.

They could give wrestlers a few months off every year to let them rest. Maybe some kind of scattered vacation period so that there still would be no "off season". So maybe give 10 random wrestlers time off for the next 2 months (or stick them solely to promos if they're very over), then maybe 10 more get tome off the next few months, and so on. It would freshen up the product greatly too. You wouldn't get bogged down by over exposure of one guy. Or if something wasn't working, that wrestler could come back after his time off with a totally new gimmick and/or look.

Minor injuries grow into major ones and even normal wear and tear on the tissues doesn't have time to heal, plus the added risk of working tired. And with the WWE Illness Program limiting use of performance enhancers, there's just not enough time to recover.
