Because "hardcore" matches are dead in WWE. Just look at Ambrose vs. Lesnar last Sunday. That's how most hardcore matches for that title would be.
And even if you remove the "hardcore" factor and you introduce it as a new 24/7 belt altogether, nobody would give a shit.
