The popup power bomb is definitely more difficult to pull off and I feel probably requires more strength. You'd have to assist the guy to get high enough where you can get your arms and shoulders underneath his legs. With a normal powerbomb the guy is also jumping but he can use your legs to help push himself up.
Also if you wanna cheat you can throw the guy down before he gets his body all the way up into the sitting position.
