It's a training process, you don't want to just pop a strange costume on him on halloween night. It's good to start as early as possible, so you have that going for you.
Try to find something like pic related with an open stomach and no sleeves and just straps on rather than going over the head.
Then, don't rush it. Show him the costume and when he looks at it, give him treats and praise. If he comes to smell it, give him treats and praise. Get him used to the costume before even putting it on. Then it drape it over his back but don't strap it on and give him treats and praise after a few seconds if he stands there with it on. Then strap it on for a minute or two, and give him treats and praise while he's wearing it.
In other words, slowly ramp your way up and make sure he associates wearing the costume with treats and praise until he's cool with it. If he's freaked out or uncomfortable at any point, just stop for a bit and take a break, then go back a step and try again.
