For the past few months he has developed a blackish algea around his beak.
As of today he is swimming around the tank sparadically crashing into class and coral then perches himself and floats to whenever he lands. Then does it again. Breathing all through this.
Is he suffering? I love him.

You should have quarantined him the moment you noticed Anon. Please don't make such a costly mistake again.
Fish will rarely if ever recover once they begin to just lay down and give up. Realistically nothing you can do at this point.
If you have other fish make sure to check them and if you notice any spots remove said fish from the tank ASAP.

Hard to say without knowing OP's setup, parameters, tankmates, and what he was feeding it.
For ambon toby's it's usually poor diet or overgrown teeth assuming everything else is ok. They have to be fed food with vitamins added, as do many marine predators.

Probably nothing you can do now but remove him from the tank and place him in quarantine. Don't want to hurt your other fish if it's infectious.
