Recently this video surfaced of some really tiny (spic finger for comparasion) snake like creature with legs. Is it some kind of Skink?

Yup. If I recall right, work salamanders hatch as mini adults, skipping the tadpole stage.

Surprisingly I'm having a hell of a hard time finding more info on them but this page is pretty solid.

Is the worm salamander an extinct species? Or are they too tiny for the scientists to pin down a number for their population?

it's not a species.

There's different species of Oedipina. From what little I've read most seem endangered. Maybe just no one has taken the time to study them much.

There's also a group of similar salamanders called slender salamanders but they aren't like these slimy spaghettis.
