Most dogs seem to just tolerate it, IME.
The ones I've loved with have greatly preferred being scratched between the eyebrows.

Who gets any satisfaction out of patting a head?
I like to scrunch my dog's ear with my hand. He walks right up to it often enough for me to know that's what he likes.
Good pit bulls can tolerate a lot even from strangers, but if he if really likes you he'll just roll over on his back.
Some just seem confused by it. Like they'll try to turn around and follow your hand with their nose. Usually when I am meeting new puppers I will hold out my hand for them to sniff and that's it. If they're looking for scratches they push in to your hand and let you know.
I like to take a dog's face in both hands and stroke their ears with my thumb and forefinger. It didn't occur to me what the dog might think about this, until one hopped onto a sofa next to me and thoroughly licked both of my ears.
