I'd recommend putting a cotton ball in its mouth, putting it in a plastic ziploc bag, and put it in your freezer. Then inquire if any of your state's colleges have specimen labs, or could direct you to an institution that does. Bringing it to a specimen lab could give this unfortunate incident some better purpose.
If you do not want to do that, then just return it to the Earth.

Its a Cooper's hawk. And you had better call Fish and Wildlife because even though it was an accident, possessing it, or any part of it is breaking federal law unless you are a certified falconer. You won't get in trouble they just like to keep track of this sort of thing.

Telling them that he hit it by accident he wouldn't at all. There is no risk unless he plans on keeping any parts of it. Accidents like this happen all the time, they get it. My town has picked up a few roadkill hawks and they use the bodies if they aren't rotten.
There's a shitty little zoo/wildlife rehab place I can just drop off any bird I find, dead or alive and they mount them up if they survive.
