congratulations, that's the luckiest place to find a fish!
get him a 5 or 10 gallon aquarium kit and some water conditioner and betta foods. If you live somewhere that doesn't use gallons you're out of luck though.

They are easy fish, they need at minimum 2.5 gallons, but it is highly recommended you go for 5 or more as water quality is harder to keep stable at small volumes. 10 gallon tanks are dirt cheap, if you have the space that's the easiest option imo. Also a small in tank filter and heater are the only other things you'll need.
Lights, substrate, and decorations are all optional
