Most likely. Do you not know how aquariums work? They have doors underwater with gates in them usually and they train the animal to go back in forth from one tank to another. Usually a holding tank or medical tank.

It just seems like a bad idea when the animal is an air-breather. For fish who cares, they won't drown, but a manatee is an obvious candidate for getting stuck because they're so rotund.

From what I remember, it was a normally sealed access panel that the juvenile manatees could get through. I imagine he tried following the youngins and got trapped

They probably didn't realise there was a problem until it was too late. They will be giving general attention to the animals needs but that doesn't mean that they have a team of scuba divers on standby 24/7 to rescue them from going where they shouldn't be.
