Lots of people keep outdoor doggos and outdoor cattos. Can the same be done with other pets, like turtles and snakes?
If you keep the climate into consideration and build an enclosure that is escape proof (especially important with snakes) it should be no problem.
Tortoises and turtles it's highly recommended to do so if you have the climate for it. Iguanas, tegus, and monitors as well. Security is the tricky part, both to prevent escapes and to keep your pets safe from whatever local predators might be interested.
I have considered building something like a small greenhouse to keep herps in (segregated by species) during summer. I think it could work. Project for sometime down the road maybe.
