With really sharp shear-style nail cutters, just stay away from the pink part. You'll probably also need an extra person to secure the dog and keep it from moving, as well as a muzzle. Dogs with nails like that tend to be bitey little drama machines when anything touches their feet.

Pretty much every dog around my apartment is a fat asshole because their owners are fat assholes who walk them to the lawn to shit and piss, and then bring them back inside.

They can be cut. However, the problem you are going to have is with the quick- when the nail grows that long, the quick is often elongated too.
And as >>2434712 this anon said, you're going to need a muzzle and two pairs of hands. The easier option is the vets + sedation, the times we've had dogs in with similar nails its been easier to sort them out whilst they've had some sedation- as that way even if they do bleed, you can stem it without having a panicked in pain dog.
