How come all deer living in forests haven't evolved to become

Because evolution isn't real.

Because they can reach the foods they need to eat.
Giraffes and elephants like plants that are higher up. Since only they can reach them, less competition for food.

If deer evolved to give them more height, they'd probably look more like gerenuks. Pic related.

cougars and other big cats hang out in trees, just above deer level but bellow giraffe level. if you do some research and look through the fossil record you will see that deer are caught in a cycle. Every few thousand years you find a specimen who's neck is several feet long then normal. And another thousand years in the record deer necks have returned to normal length. Another interesting note, every elongated specimen found has substantial gouges and marks in its skull and neck that directly correlate with large cat jaws of that time period.

Also, deer don't live on grassy, flat or barren savannahs. They may graze in the open but they have the option of cover.

Height really helps when you're on the lookout for predators, which is why I assume camels and vicuña(as well as llamas and alpacas) also have long necks. Their environment is rocky, bare and relatively flat. Being long, slender and fast is a big advantage.

Deer are already fast and springy. Elk and moose have size on their side. Even without antlers female moose are dangerous, and elk cows have numbers and a leading male for protection.

The cool thing about evolution is how blindingly fast it occurs when a mutation happens, and that mutation has a serious and sustained ecological advantage. People don't realize most species are in a constant state of change, like a pendulum that swings back and forth between the possible extremes, but always appears to be hanging straight down like a plumb bob from a distance. Until the entire axis tilts.

Giraffe-like forms are generally a grassland adaptation, not a forest one. And there were already other species that filled that niche like elephants and ground sloths. Who knows? Maybe in a few million years, after the nuisance of monkeys is burned to death with holy fire, they will.
