Common wood pigeons (columba palumbos like that anon said). They are wild.

The smaller ones are feral domesticated rock doves (columba livia).

I raise call ducks and this is a genuine problem in the winter. If birds a kept on moist needing without enough room/water to clean themselves this happens. That guy needs add more perches and more wood pellets/straw/shaving to his pen floor or it will just keep happening. He also needs to take that pigeon and put him in a dish with half an inch of water in it until those clods soften, then gently break them up with pliers before putting the bird back in dish so he can shed them as they moisten the rest of the way.
