What kind of bird is this? It didnt move at all, not even when tourists approached it. Also is that kind of behaviour normal for such a bird?
Location? That's a young gull (seagull). Looks pretty sickly.
Looks good for juvenile Herring Gull. Location would confirm this.

It just made small steps every now and then but other than that it didnt react to anything happening around it, eyes were closed at the time

Yeah it's a sickly juvenile Yellow-leggged Gull then. Only common large gull in Valencia in June.

From his looks it seems he gave up on living. I see this often with birds, they just stand on the middle of the road until a car hits them and they die.
