Just a generic cat - ex-strays are often good hunters, and females tend to be a good choice as neutered males often get lazy and intact toms roam and will hunt miles away from home.

You can search out a breeder if you really want to go to the trouble, but most purebreds are bred that way because they're pretty or make cute pets, not because they're any better at hunting. Many of them are perfectly adequate hunters and Bengal cats do have a high prey drive, but it's a lot of money and trouble when no-breed housecats make up the vast majority of the feline population and are already very effective hunters.

Although most cats do work like a killing machine out of the box, if you found someone with kittens from a decent mousing cat, that would be just perfect, the kitten must spend some months with her momma learning hunting behaviors. It is not genetic the kit must see and learn. This is tough though and could be a scam... if they want a ton of money for their mutt it could just be a pride thing but if they are ok with selling young, that would mean they don't know how it works and they are definitely scammers.

just going through random free adopted cats will give you you a perfect hunter within 5 tries or less

This. It's not like dogs where X-instinct was honed to create specialists. Cat breeds, even ones like Bengels, were bred with aesthetics as the almost exclusive concern. Nobody is breeding for mousing ability, at least not to the point of making up a whole breed.

Just get a stray, it'll do you far better than any purebred you'll pay too much for.

Mice and rats have a strong sense of smell. Take some cotton wool dabbed with peppermint or chili oil and put pieces of the wool next to areas you think mice come in from. The smell drives them crazy.

Just go to your bathroom and find literally any perfumed item. The olfactory response is quite literally seizures and death. But shh, laboratories are not allowed to reveal this to you.
