Yeah standards were bred to hunt waterfowl. Toy poodles are for people who want a small neurotic dog with minimal to no shedding.

Considering most people in cities live in apartments (which are usually small spaces; esp when furnished), it makes sense to have a small dog, if any pet.

I think this best applies for anyone buying a pet that isn't a dog.
Even small dogs are affective, smart, loyal, and highly attuned to human emotions. Pretty much virtually all other pets are not and mainly just imprisoned show pieces.
My dog grew up in the city and because I actually attended to his mental/exercise needs he's fine.
My parents dog grew up in a rural area and literally shits himself out of anger and fear whenever a truck goes by.
If you're a shit who feels entitled to a dog because it's the last piece of your picture of what a good life looks like, and you don't actually care for it, of course it'll be neurotic. It has less to do with urban v rural and more to do with if you actually care for your dog.
