No. Not even close. There is much more going on that defines a biological organism than just DNA.

We have the complete genetic data of thousands of organisms, publicly available.

You need much, much more than that. All accessory proteins that regulate DNA and RNA structure and activity, all chemical gradients that keep things in check, you'd need already working ribosomes and all other organelles.
Basically to get started you need an entire working cell of that animal. Transplanting the DNA from one to another just doesn't work unless they're extremely closely related.
