That's a baby Eastern Screech-Owl. They leave the nest before they're capable of flying and spend a few weeks moving around by fluttering, hopping, and scrambling around like a pet parrot with clipped wings.

Tell him to put it back in some nearby bushes or a tree please. Its parents will find it.

We decided to keep him as a pet. My friend's dad is building a cage and we tried to give him some bologna earlier, but he didn't try it. Maybe we will try hamburger or something later. Glad to say he drank all his milk though. It was really cute to see him do big gulps. He is laying in his shoebox cradle right now until his cage is ready. Thanks for the advice guys.
