There really isn't a way to get your dog to stop doing that save for guide dog-tier training, which isn't realistic.

Just get a shoe cabinet that closes shut (less than $50 at Ikea) and make sure to put your shoes in there when you take them off.

Close yourself in a white room for some hours with nothing but a shoe and tell me if you are not going to take it apart

Take away all his toys and don't feed him for a day.

The next day, put him on a leash, make him do a down, and tie him off in the house by wrapping the handle of the leash around the inside of a door knob, running the leash out of the room, and closing the door. Lay out something on the floor he can play with, then about 5 feet away put something he's not supposed to fuck with, like your shoe. Pull the leash off the handle and give it slack so he can choose which one to go for, and if he goes for the shoe, tell him no, and stop him with the leash, tie him off again, and wait for like 30 seconds before trying again. If he goes for the toy, praise him, give him a piece of food, and then let him have the toy while you walk him around in the house on leash for a min or so with the toy in his mouth, then swap out the toy with a piece of kibble, move back and tie him off again, and put the toy back in the same spot, or replace it with another toy.

Do this multiple times while changing out the toy object and the objects you don't want him to chew on. Eventually, he'll learn to chew on only what you give him, and that chewing on anything else will lead to boredom in the form of a down/sit stay.

You should always have something for the dog to chew on or play with, but you should always be the one that gives it to him, and takes it away.

Play fetch with him, pay attention to him, work with him, tire him out.
Dollars to doughnuts you chase him around to get your shoe back and dog likes the attention it brings.
