Any suggestions for a dog similar in size/adorableness to a corgi that isn't genetically fucked up? I don't want to drop $5k on back surgery.
Beagles are about the same adult size. They're a couple inches taller and weigh slightly less than adult corgies. Healthy breed as far as I am aware.

The Swedish Vallhund is cool but I don't know if many breeders outside of Sweden exists. It's possible that they have the same origin as the Corgi but this is more working dog oriented.

Beagles are SUPER nice dogs. I worked with a few at my last job and thought often about how if I were getting a dog for a future child of mine, I would get them a beagle.
Only downside is the baying but their personality is so tender and warm.
I had a nice time with bichons also, but they all have this trait of being very vocal/grumbly/whiney when they are even mildly upset.
There are mini aussies also. Nice dogs, too, but I don't know about their health long-term.
