What hawks are eating groundhogs? I've seen them hold their own against dogs. The ones my parents dog killed weighed in at over 15lbs. Not sure if that's the norm but that's heavy for a hawk.
I've seen a lot of hawks(redtails and peregrines) on the side of the road, alive and dead. I don't think they're too bright enough to stay away from roads. Any time I've seen a hawk on the ground it was eating something on the side of the road.

That's a groundhog. Since we're in a rodent ID thread, here's some roadkill I snapped a pic of this afternoon. I'm 90 percent it's a mink, although I live in the South and never heard of them around here.
