The pup seems calm at first when placed in the water but then freaked right the hell out and starting screaming like the world had come to an end.

Much shallower water to start. And a nonslip pad on the bottom of the tub. Use handheld shower nozzle.

I always started my puppies/kittens in the sink with just 3 or 4 inches of warm water and a cup to slowly pour the water over their back.

Always cover their eyes and ears when pouring it on their head, both to keep it out and allow them to trust that you won't hurt them with the water.

Take the dog out, wait a day or two, and try this again but with a towel sitting nearby and some meaty treats like boiled chicken to give to him while he's in the water.

When your done, wrap them up in the towel and gently rub them dry, then put them in a warm crate or warm room with a nice blanket or bed to dry off on.

Dog will become super calm with bath time because it's so comfy.

Just get some hotdogs or any human food that doesn't have garlic in it and act really excited and playful and give her the food. She'll forget pretty quick.

Then just wait a few days or a week and do it over like that suggestion.

Also, don't use soap when you do. Dogs skin only needs soap like once a month, the rest of the time you can just use warm water.

Also, don't ever use that Hearts brand. I have personally witnessed it kill 4 animals and seriously, long term, injure six others. And that was just in a small town.

Plain, un-concentrated, Dawn dish soap is always a safe bet.

She probably won't like it, but the goal is to just calm her down then completely start over in a few days.

With a pup, you have to be careful not to permanently turn it off of water. No good will come from tossing it in the drink and soaking it to the skin. A little feller like yours should be washed with a warm, damp washcloth or sponge. Have him on your lap and treat it as a bonding time.
Another option is filing the bath tub shallow, hopping in yourself, and getting pup to come in and sit with you. Pet and praise while showing him how fun it can be.
I'm not a big proponent of food reward, but that might be needed to overcome any damage from your failed bath. Hop in the tub with a handful of tendies. DONT FORCE HIM IN THE WATER. He's trusting you to show him what's safe and harmful, and you've got one strike against you.

A full grown dog can accept the indignanty of bathing with more resilience than a puppy. Put big dog on leash and collar, lift him up and stand him in the washbasin, turn on lukewarm water with just enough pressure to wet, soap him by hand, and rinse.
The easiest maintenance wash is take pup out in rain, then towel dry. You could get the same effect from a squirt bottle.

I train my dogs to multiple blind retrieves. They have to jump out of a boat and swim 60 yards in cold deep water to fetch something unseen. They cannot have any fear of the water. This requires trust, first, then discipline. I introduce them to swimming on calm hot days, have some kids play with them, then the kids go swimming and call the dog because dog is simple animal, with good memory and basic reinforcement based behavior. When they get big, I take them to the lake, send them in for a swim, call them back soap them up and send them back in for a rinse. Or drag them into the shower with me. Since the first experiences were positive, they dont panic, and put up with bath time. It's all based on the first few exposures to water. You still may be able to save the situation.

I'm letting her inspect the water at eye level to hopefully calm her nerves. She still seems apprehensive of it however. I remember hearing that one of the symptoms of rabies is a fear of water. Is that something I should be concerned about here?

I focused on cleaning her groin mainly because that seemed to be where the smell was emanating from. Her loins seem to be especially pungent.

There was a good amount of flailing, screaming, and attempts to bite me but in the end I persevered and she's now clean.

I got in the tub with my puppies to give them baths. It worked for all five of them. My GSD loves water now in fact.

My kitchen is a war zone right now. There's water all over the floor due to all her thrashing in the sink. Puddles of water everywhere. I put her down on the floor so she wouldn't fall off the counter. And now she's just slipping and rolling around on the floor getting even wetter. What a mess. Well, if you think about it, these are probably those chihuahuas that were given to the pound for being close to batshit insane.

I mean, a chihuahua is such a small and easy to take care of dog, that you don't see them in shelters nearly as much as other dogs unless the owner had to move and get rid of them. Usually they end up in shelters for some really annoying personality trait that the old owner didn't want to deal with.

I mean, obviously this guy can handle the dogs better to make them less fearful, and he knows that, but I have never seen him outright abuse any. And if you are fostering from shelters, then the dogs are probably getting a good vet visit when they get their, and before they go home with someone, so, despite the sometimes hilariously brutal commentary OP is providing, I'm sure these dogs aren't in real danger of any sort.

A wok proved to be a sturdy way of containing her since I didn't want he scratching at the walls of the sink frantically. A bucket would've been to intimidating for her I think.

Pure chihuahuas tend to have skulls that don't really fit their brains. Causes all sorts of problems, pretty sure it was responsible for a lot of rage-based issues in my grandmother's chihuahua.
