Yo, list some small, calm, have no prey drive, don't need to be walked that often, dogs.
The reason i'm asking for such specific dogs is that my grandparents want a dog but the can't handle hyper-active dogs.
Maybe a well bred pug?

Judging by the traits you listed, your grandparents don't want a dog

My Pomeranian is like that. I mean, this dog is 6 years old and he wasn't exactly trained well, so I take it that it would more of a a gamble rhan anything since I've heard about now yappy they can get
Every dog benefits from a daily walk. Dogs are actually good for the elderly because they get them outside and being active.
Your grandparents should consider dogs from the companion group, they are happy spending time with their owners and with a 45 minute walk outside and some playtime inside (fetch, tug, clicker training) they will be happy.
Maltese, havanese, coton de tulear, and shi tzu are some good dogs. A toy poodle or Pomeranian are also good but more demanding for exercise and attention.

Just get an elderly dog from a shelter.
Or look into maltese or yorkies. My friend who is severely physically disabled has a yorkie and it's perfectly happy.

How about a stuffed one?

You won't be getting any young dogs. I'm thinking middle aged and up at least, if not just senior.
I got a Bichon an he is pretty chill.
He can be pretty excited and playful for a bit but he usually mellows out pretty fast after I play with him or take him out.
Sometimes he just sprints back and forth down the hallways and tires himself out cause we have a nice long stretch of hallway/livingroom he can run down.
