Unless he's actually injured, find the nest and put him back. Or if you can't find the nest, make a fake one and put it near where you found him.
If he's actually injured, you need to find a wildlife rehab near you and get him to them.
Seems to be in good health wings flapped find seemed very calm when I picked it up, We knew of an abandoned nest and I tried to put it into it but he jumped out enthusiasticly when I put it in parents seem to be circling though it could be wishful thinking so I made my self scarce I really hope it makes it

It still looks too fluffy to me, but most baby birds do go through a stage of leaving the nest while still not being ready to fly and just bob around on the ground for a while while the parents watch. Maybe he's just an early bloomer or something, but his wing feathers look developed.

he is in that stage where they hop around on the ground as parents watch from nearby. it's just part of their life so he will most likely be fine if you just put him back

I think its a red finch these two are the birds we noticed flying about, its very tough leaving it alone but, once I noticed a pair flying back forth around me with the bird I've left it near the abandoned nest and have not approaced sense I hope the parents find it easily and my interference didn't kill it.
